Direct Award

A direct award pursuant to Section 14 of the German Sub-Threshold Procurement Regulation (UVgO) applies to services with an estimated value not exceeding €1,000 (excluding VAT), without requiring a formal procurement procedure. In doing so, the fundamental budgetary principles of efficiency and cost-effectiveness must be observed.

According to the E-Invoicing Regulation (E-RechV, Section 3 (3) No. 1), such direct awards are exempt from the obligation to issue and transmit electronic invoices in accordance with Section 3 (1) E-RechV. For these types of contracts, paper invoices or other non-electronic invoice formats may therefore still be used.
